What is the purpose of a Pasifika side?

I just dont get it. The Pasifika franchise. What is it for? I've heard explanations like to stop the player drain. But what does that mean?

No Japan?

I can't fathom how NZ rugby hasn't offered a 4 team plus pasifika set-up to Japan, including support to get them in the Rugby Championship. It's ridiculous.

So this proposed Pasifika franchise being supported by Beegee Williams, despite being promoted to the contrary, can only take away from the already thinning depth of the five NZ SR squads. They're saying they'll focus on bringing back European-based Pasifika players for 2022

That front row despite the 'greenhorns' should be pretty good at set peice, Olsen and Kearns are pretty mobile, Kearns looks a strong defender too, not seen Li but has pretty decent wraps on him (debut for us, but played for NH) from club footy
